General Description:

Responsible for developing and executing the pharmacy services strategies which are congruent with the mission, vision, values and strategic goals of the enterprise. Focused on the development of an ancillary strategic plan that is designed to effectively manage and continuously improve the operations of assigned areas. This will be accomplished by developing a structure to effectively communicate, collaborate, and engage a team of stakeholders; identifies key performance indicators and ensure their alignment with metrics focused on quality, safety, cost, and utilization; execute on a quality improvement plan that ensures the best outcomes through performance-improvement activities; leads drug utilization efforts; optimizes the use of information systems and technology; ensures compliance with regulatory and accreditation requirements; fulfil the organization's research and educational missions; and provides institutional representation and leadership in executive level functions. 

Essential Responsibilities:

•       Enterprise-wide responsibility for directing pharmacy operations, strategies, policies and procedures, budget process, project implementations, human resource management and committee representation for pharmacy.

•       Responsible for collaboration with physicians, leadership, OU Health colleagues, and medical staff affairs in developing goals and objectives and ensuring ongoing communication and partnership.

•       Responsible for insuring system consistency and compliance and other regulatory standards, implementing and monitoring financial controls to ensure effective utilization of resources through budgeting and analysis of management reports, development of staff and services, as well as organizational performance improvement, quality management, evidence based outcome and setting the communication tone, values and culture of the health system.

•       Responsible for ensuring development and enforcement of all applicable policies, standards and regulations related to Medication management.

•       Identifies and leads the implementation of strategic initiatives which leverage the total purchasing power of the enterprise to achieve cost savings for areas of responsibility. 

•       Provides expertise on all 340B Program legislation and policy changes from HRSA and OPA, informing and collaborating with legal and compliance teams.

•       Assesses opportunities for cost savings and system improvements to yield higher compliance.

•       Participates in projects, councils, and special initiatives related to the 340B Program, compliance, auditing functions, vendor selection, and medication management.

•       Implements business plans in coordination with enterprise-wide senior leadership to help use 340B savings to expand and improve care provided to underserved and vulnerable populations including the development and implementation of reports generated on the 340B Program that outline savings, utilization, exceptions, and discrepancies.

•       Monitors all outpatient points of service routinely to check for new areas that may qualify for the 340B Program.

•       Provides oversight for the implementation of process improvement initiatives and creates an environment that places an emphasis on continuous monitoring and improvement.

•       Establishes operational plan for areas of responsibility that supports the overall goals and strategies of OU Health.

•       Performs other duties as assigned.

Minimum Qualifications

Education: PharmD degree from an accredited college of pharmacy required. MBA or Master’s degree in healthcare administration preferred.

Experience: 7 to 10 years of progressive leadership experience required.

Experience in operations management and extensive knowledge of integrated health care delivery models with evidence-based medication management, cost reduction and patient care outcome required.

License(s)/Certification(s)/Registration(s) Required: Licensed or ability to gain licensure as a Pharmacist by the Oklahoma State Board of Pharmacy within 6 months of hire date. Certificate as a preceptor by the Oklahoma State Board of Pharmacy when eligible.

Knowledge, Skills and Abilities:

•       Thorough knowledge of state and federal laws and regulations governing pharmacy services and 340B programs.

•       Excellent leadership skills.

•       Ability to foster teamwork and create enthusiasm within a team.

•       Excellent organizational and communication skills.

•       Proficient in the use of Excel, Word, and Power Point.

•       Demonstrated track record in reducing pharmaceutical costs and medication management related care outcomes through collaboration with key stakeholder groups.

•       Solid grasp of principles of evidence-based practice of medicine, clinical pharmacology, pharmaceutical therapeutic equivalence, therapeutic interchange, and demonstrated success in their application.

•       Demonstrated quality improvement implementation skills in clinical processes.

•       Demonstrated ability of improve utilization of pharmaceuticals in an acute care hospital setting.

•       Effective project manager.

•       Effective time management skills.

•       Ability to flex and adapt to changing priorities.
